Motivation
RESTConfig is the most widely used GeoServer extension. And probably the most widely reported issue with it is that the user does not realize it has to be installed after the fact as a plugin and is not included. This makes it a good candidate for a core module.
Proposal
Not much to do. Simply move the module and remove the plugin artifact for it.
